After-School Tutors that Inspire – But why is there such a need?

Truly inspiring to see such dedicated individuals making a difference.  My question is:  If school is such an effective medium, and if students are spending 8 hours a day in school, why are after school tutoring programs such as this necessary for children to succeed?
